Funding Policy
The NIH is operating under the Consolidated Appropriations Act, 2016 (Public Law 114-113), (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-16-046.html). In keeping with the provisions of this Act, the Common Fund has set their funding guidelines for FY 2016. Please note that the following guidelines pertain to this FY only; commitments for continuation awards in FY 2017 and beyond will remain unchanged.
Noncompeting Grants:
In accordance with current NIH FY 2016 policy, most noncompeting CF-supported awards will reflect no adjustment from the amount recommended on the previous Notice of Grant Award. In general, all awards will be awarded at the recommended level, with a few exceptions made for scientific reasons. These guidelines apply to the Common Fund portion of funds on any award, including co-funded awards.
Competing Grants and Administrative Supplements:
The budget set-aside for each competing funding opportunity announcement through a Common Fund program remains unchanged from the previously determined level. Similarly, budget set-asides for administrative supplements for a Common Fund program remains unchanged
Intramural Funds:
Common Fund contributions to intramural projects will remain unchanged from previous levels. Targeted reductions may be made in specific programs.
Inflationary Increases for Future Years:
The discontinuation of inflationary increases for future year commitments will remain in effect for all competing research grant awards issued in FY 2016 extending the policy established in FY 2012 (see NOT-OD-12-036). However, adjustments for special needs (such as equipment and added personnel) will continue to be accommodated.

The NIH is operating under the Consolidated and Further Continuing Appropriations Act, 2013 (P.L. 113-6) (http://grants.nih.gov/grants/guide/notice-files/NOT-OD-13-064.html). The FY 2013 funding plan for Common Fund research is cited below. Commitments for continuation awards in FY 2014 and beyond will remain unchanged.
Noncompeting Grants:
In accordance with current NIH FY 2013 policy following the enactment of the Consolidated and Further Continuing Appropriations Act (P.L. 113-6), most noncompeting awards will reflect a reduction from the amount recommended on the previous Notice of Grant Award. In general, all awards will be reduced by 3 percent, with a few exceptions made for scientific reasons. This downward adjustment applies to the Common Fund portion of funds on any award, including co-funded awards.
Competing Grants and Administrative Supplements:
The budget set-aside for each competing funding opportunity announcement through a Common Fund program is reduced by 3 percent. In addition, any budget set-aside for administrative supplements for a Common Fund program is also reduced by 3 percent.
Intramural Funds:
All Common Fund contributions to intramural projects will be reduced by at least 3 percent. Additional targeted reductions will also be made in specific programs.
